Вопрос о статусе обширных пространств Аляски стоит с 1970-х годов. Властям штата в 1959 (год образования штата) было обещано право контроля над 28 процентами территории штата. В 1971 к этой территории было добавлено еще 17,8 млн. га для передачи в пользование эскимосам, индейцам и алеутам. Но в 1980 конгресс принял Закон о землях Аляски, который ограничил это право 40 млн. га
